 Swedish EIA Centre, 2009. SEA research in Bangladesh
 The Swedish EIA Centre is currently undertaking research for Sida and the World Bank on the use of SEA (Strategic Environmental Assessment) in development co-operation. Three of the Centre’s staff will be traveling to Bangladesh in June where they will critically analyze the application of a new approach to SEA to urban planning in Dhaka. The SEA procedures that will be the subject of the evaluation are innovative because they focus on institutional barriers to, and opportunities for, environmental policy integration, rather than the analysis of environmental impacts per se. The procedures also emphasize the role of developing formal and informal environmental networks, which are expected to foster transparency and accountability in policy making beyond the lifetime of the SEA process. Whilst in Dhaka, the Centre’s staff will conduct interviews with stakeholders from government organizations, non-government organizations, civil society and academia. The results of the research will be presented in 2010 at an international conference on SEA organized by the World Bank and disseminated via journal articles. Practical lessons learnt will also be reported back to Sida via workshops and reports. If you want to know more please contact anna.axelsson@sol.slu.se .
 

 

 

 Swedbio and Swedish EIA-centre, 2009. Biofuels – Potential and Challenges for Developing Countries. Fact sheet 3
 Biofuel production is expanding rapidly, the key drivers being the outlook of rising prices of fossil fuels and the need to reduce carbon emissions, primarily in developed nations. In the South, where much of the expansion is taking place, many of the concerns with large scale production for export are not unique to biofuels. However, the scale and pace is extra challenging.

 Gunilla Åkesson, André Calengo & Christopher Tanner, 2009. It's not a question of doing or not doing it - it's a question of how to do it Study on Community Land Rights in Niassa Province, Mozambique.
 This report is based on information collected within the context of the study concerning Community Land Rights in Niassa Province in Mozambique, with special attention paid to the programme implemented by the Malonda Foundation. This programme is supported and financed by the Swedish Government and aims to promote private investment in the province while seeking, during the course of the process, to ensure equitable and beneficial social impact as an explicit objective, in particular for the local population. The study was commissioned by Sida (Swedish International Development Cooperation Agency) and the Swedish Embassy in Mozambique, as a contribution to the preparation of continued Swedish support to private sector development in Niassa Province. Provincial and local work was carried out during the period April 29th to May 22nd 2008. The team consisted of Gunilla Åkesson, team leader, from Sida Helpdesk for Environmental Assessment, Sweden, and André Calengo, legal consultant, Mozambique. Christopher Tanner, FAO’s advisor in Mozambique and specialist in the Mozambique Land Law participated as a technical advisor. During the field work the team was accompanied by staff from the Malonda Programme: Célia Enusse and Francisco Pangaya, both from the Community Work Unit, Alexandre Chomar, Communications Officer and Belindo Manhiça, official from the Environment Programme.

 The results of this study are useful alike for the regional planners, experts of impact assessment and decision-makers in all Nordic countries. The project provides needed information about the poorly developed dimension of sustainability – the social one. The results of the project present an overview of the best practices in Finland, practices which might be applicable and relevant also in other Nordic countries. The research project was carried out during 2005-2007 at the Centre for Urban and Regional Studies (CURS) of the Helsinki University of Techonology.

 Sida, 2009. Natural Resource Tenure - a crucial aspect of poverty reduction and human rights
 While natural resource tenure includes rights over land, it encompasses other natural resources as well. The property may be farm land, grazing land, forest land, a river, a fishery, wildlife or some other resource, including minerals. Each of these resources fit into an integrated ecosystem. The key message of this study is that secure access to tenure for the poor is essential to poverty reduction and the realisation of human rights, as well as to sustainable environment and climate. Sida Helpdesk has contributed to the report (Sida Series Report No 23, May 2009)
